Many commentators have opined that in the absence of complaints from the umpires, Denness should have refrained from taking action against Indian players. The ICC statement issued in London said that cricket "could descend into anarchy" if ICC did not have the right to appoint referees and umpires whose decisions are respected by both players and Boards. It reiterated that the disciplinary actions against Indian players will stand, the statement said that suggestions for potential changes to the disciplinary process will be discussed at the next ICC Executive Board meeting. Referring to Indian Cricket Board President Jagmohan Dalmiya's assertion that ICC President did not have any right to withdraw the Test status of the ongoing match, the statement said such a right did exist. Quoting the ICC rules, it said a referee was appointed by the ICC President or the ICC Chief Executive and neither team had a right of objection to a referee's appointment. "India and South Africa chose to reject the properly appointed ICC referee in this instance and on this basis, the match cannot be deemed a Test match," it said. The statement said a replacement for Denness would have set "a very dangerous precedent". "Thereafter, any country not happy with an umpire or referee for whatever reason, could have chosen to refuse to play a match.
